Any way to fold the front seat down closer to flat?

My 2004 XLT passenger front seat (manual, not a power seat) tilts backward about 45 degrees but will not tilt forward. On my 1995 XLT the passenger seat (a power seat) tilts forward at least 45 degrees. Is there any way to accomplish this on my 2004? Or do I have to remove the seat?
