'03 4.6 fuel pump troubleshooting

Easiest way to troubleshoot fuel pump? Fuse is good, relay seems good, jumped it anyways, fuel shut-off not tripped, no noise from pump, and obviously no start either.
Any help would be appreciated.
Anyone have correct measurements to cut a hole so dropping the tank isn't required? Did that with my '92 Bronco, worked great.

Sounds like a timing chain problem. If you turn the key before starting you should hear the fuel pump engage. Also try to spray starting fluid into the throttle body and see if it start momentarily, if it does your timing chain is probably good, and is probably a bad fuel pump
