03 mountaineer idle issue

I bought a 2003 mountaineer for my daughter and it has an issue. The idol seems to get hung up around 1800 rpm when it's in park and I rev it up. It only lasts a second but then drops to 800-1000. When I put it in drive and hit the gas it goes forward but when I take my foot off the gas it keeps going at same speed or picks up speed until I hit the brake and bring it back down. It does not do this all the time. I've cleaned the throttle house out already and ran a can of fuel cleaner through the gas tank. Looks like the air valve is brand New also.Anybody help me out?
 






Could be a vacuum leak. Check the vacuum hoses for any that may have fallen off or are cracked. The hose which goes to the vacuum booster for the power brakes can be a problem, as can the elbow at the cannister.

I would also ensure that the throttle cable is able to freely operate without binding.
