04 explorer xlt and air conditioning not blowing hard up front??

Folks i have a 04 xlt and it just doesn't seem to blow as hard as i think it should in the 2 middle vents and also the driver side vent, the funny thing was that just now i was cleaning out the tray right below my 2 middle vents and all the change i was getting out was very cold as air was blowing on it or under it, can anyone make any suggestions as to where i could start looking at why the tray is cold????

My 2001 mountaineer did the same thing it was really cold but super weak so I changed the idle pulley for 13 bucks and now it blows super hard like brand new

I also have another question, when I have the Max air on the vents should the air be coming out from the floor vents on each side of the center console?
if not what could possibly be wrong?
