06 XLT Power Point Problem

I have an 06 XLT w/149k miles.. runs like new except the power points do not put out enough voltage to charge a phone... tested voltage and they are only 10.5 -11.2 instead of 12 volts needed to charge. This began when the original battery died in 2010 and the dealer put in a new battery after the truck was towed there when AAA couldn't jump start it. Just got a new battery last week and the problem still persists... any thoughts on a fix???
 






Thats really odd. Both of mine had popped fuses when I picked up my 06.

I would just run new wire to them straight to the battery (fused, of course) or you could tap into a switched circuit so they only have power when your key is on.

Thanks Brian but I don't want to re-wire the Exploder.. seems like a good fix, but I'd rather get to the root of the problem!
