1995 EB OBD questions

Hi all. Was wondering if anyone had any insight to why my 95 has a DLC under the dash for ODB II. Under the hood I have the OBD I connectors also. I am an auto tech guy by trade, and at work we have a really nice OBD computer that can read any computer we need it to. I can't get any data out of the DLC under my dash, but the OBD I wiring under the hood lets me access my computer. I know OBD II didnt arrive until around 96, so maybe thats why my 95 has one? Ford slowing making the transition? I dont know, just wondering if anyone may know.
 












I think the OBDII port under the dash was placed there because the dash was just redesigned and they were preparing for the switch. I believe you can pull airbag codes through it though. There are a few wires to it. But the '95s are still OBDI and use the connector under the hood.
 






Previous post is correct. The OBD II connector under the dash in non-functional on the '95.
