1st things 1st.. 11.75 V is a battery at 0 % charge. I'd start there.

Check the voltage at the battery post, then Check the voltage at the battery terminals , then check the voltage at the solenoid ,( power cable).
If all is find
1.Does the solenoid click when you jump it?
2. Do have have full voltage at the starter power post? What is it?
3. Do have have full voltage at the starter power cable connector? What is it?
It should all be the same.

Starter at failure phase...starting to lock up, several reasons it could.... smack with hammer next time before starting...if starts from that time to replace very soon.

Does the hammer technique really work?
I just had a situation where I disconnect my battery for A few hours and when connected the battery, the car would not start. I could not reach the starter to hit it at that time. So I purchase a new starter. Pickup a few tool ( long extension and a hammer) to smack the starter to see if it really works. After thinking about it for a while I did not want too get stuck away from home.

The hammer trick works.. Works best if you have somebody holding the key in the start position while you tap the starter.
