97 Ford Aerostar 3.0 XLT
I have a 1997 Ford Aerostar with 3.0L XLT minivan. Recently I had the altnerator replaced and the car is running fine, I just found out that my horn is not working by press the button on the steering wheel, and my license light is not working, first thing i checked was the fuses box underneath the driver side by pulling each one of it and check see any burning fuse need replace, I check it all and no fuse is burn out, I found the fuse no: 4, and is OK, and still dont understand why my rear licemse plate lamp is not working and the horn is not working by press the button on the steering,
I need some advice and instruction resolve my problems.

Welcome to this forum! I've moved your thread into the Aerostar section. Let's tackle one issue at a time. Does the cruise control work? Do you see an air bag light on the dashboard? If so, does it flash a code? As for the rear license plate lamps, did you check the bulbs in both sockets? I assume that both lights are not working?

yes, it was a good advice from you, thank you! I went on the HWY, check the crusise control on the steering wheel, It was not working at all, beside I check the lic plate lamp bulb, and bulb is working test by a electrical tester. about the airbag (yellow) light on the dasboard, I only see the airbag light on for a few second when i turn or start of ignition when the car is start up, otherwise no air bag light come on after the car is start. no code either.

A lot of these issues point to a problem with the clockspring since all of these switches are in the steering wheel. One way to test the clockspring without removing it is to disconnect the battery, then the bulkhead connector coming off of the steering column, and test each switch with a continuity tester through the bulkhead connector.
