Last week my brother bought a 98 XLT 3.0 Ranger from one of the local dealers. On the way home the check engine light came on with P0402, excesie egr flow. We are thinking the light was on before and the dealer reset it. Is there anyway for a dealer to tell when the code was set, and any past codes?

Pending & set DTCs

Based on my Sport experience I believe the PCM only stores pending (those that require a repetition) and set diagnostic trouble codes. Once it is pending or set it stays in memory until cleared. I don't know if there is an associated date/time saved with the DTC.

The fault is likely caused by the DPFE sensor. I've changed a lot of them on many Fords. Although it's likely that the dealer reset the code, it's a common issue on many Ford models. This part will set you back $35-$40 at your local auto parts store. Check out this video which explains its function and you'll see where it's located.
