I am assuming it is a 2002 Explorer by your sig since there is no 200. lol.
Check fuse 22 in the underhood fuse box (battery Junction box).
There are 2 more fuses, one for each headlight, they are 42 and 43 in the central junction box which is either on the side or under the dash.
They would both have to blow to have both low beams out. Stranger things do happen.
One other possibility is the Multifunction Switch (turn signal lever) or the connector to it.
