Pats issues are a *****....... I have a 01 exp that had the same issues. After you let it sit for an hour the computer will reset and you SHOULD be able to start. The PATs computer is located behind the passenger airbag. The part is (mine was) 87 dollars from Ford. to reprogram the keys were 127 dollars. There is a 47 page download on how to test the pats. found on a ford dianostic (sp?) website. I was looking under FORD EXPLORER PATS CHECK in a search. It said there are 3 PATS on mine. One for the key is behind the Airbag. doors are located rear wheel well cargo area. and could never see the 3rd. But if it blinks at a strobe of 240 plus a minute, thats what it is...
