2001 explorer sport space between headlight and bumper?

I have a space between my headlights and the bumper about half inch this suppose to be like that? If not how do I fix can I raise the bumper?

Both of mine did too- same gap as above... It can't be tight, as there needs to be room for headlight adjustment
