2002 Explorer Wheels

I recently purchased a 2002 Explorer, 4wd, 4 door from a state auction. The truck came with steel wheels that look identical to the wheels on the Ford Crown Victorias used by the police. Did this truck come with these as standard equipment? This was obviously a fleet sale. I have a bent rim and there are none of these in salvage yards with steel wheels.

Any comments would be appreciated.

My GF's syster got a retired patrol and it has the alloy wheels, so not sure if those where offered as an option or the PO kept the good ones and put those in there...
