2002 Mountaineer Unable to fill gas tank?

It takes numerous tries to fill the tank. If you dribble it in it's a slow process. Is there a valve on the tank that inhibits air kickback that prevents me from filling it? Any and all help would be appreciated. This for my 80 year old plus neighbors. Thanks chaz069

There is a vent that is probably clogged with road grime, but I am not sure where it is.
