2003 Ford Explorer Power Windows went out

I lost all 4 power windows at the same time, it wasn't intermittent or on-off, they went out all together and never came back. I've seen several youtube videos showing a blue wire with black stripe that runs from the engine through the door jamb through a rubber boot that can be it or fuse/relay #62 in the engine compartment fuse box.

Any suggestions on where to start?

The only other thing I found that looked relevant were broken wires within the sleeve that carries the wires from the door, to the body.
