2006 Ford Explorer air conditioning won't work on level 1 and 2, but 3 and 4 work

For whatever reason the air won't flow when set on level 1 or 2 no matter what setting I put it on (defroster, feet, face, a/c, etc), however when I put it on 3 and 4 it works fine. What could possibly be the problem? It just randomly quit working by the way. I turned the truck off with it set on 2 and when I turned it back on the air didn't come on. Confused and annoyed haha

I somewhat rushed when I typed up the original post so I will explain a little more. Basically the "air" only works when set to speeds 3 and 4. However it either completely doesn't work or only somewhat works when set to speeds 1 and 2. It doesn't matter if the a/c is on or off, or whatever else I try. It seemed to have worked perfectly fine this morning and just now acted up.
 












I just did this a few weeks ago. The part was about $75 from Ford but for them to install was going to be hundreds, I think it was $400!

Drop the glove box and move a few things out of the way and it is easy. There are some pictures on here for how to do it.

That's quite a large bill for an install! How long did it take to change out?
 






30-40 minutes. I had done it before on a different vehicle so I had an idea of what to do.
