2006 Limited 18" wheel construction?

I have had my 2006 Ltd now for about a year and a half. I am just getting around to giving it a thorough detail. The 18" chrome wheels have a lot of grunge in the openings of the wheel, ie, road tar, dirt build up, etc.

On close inspection, the wheel faces actually look like they are plastic chrome covers over the wheels.

Has anyone actually had their hands on these wheels and tell me why it appear so?

they are steel wheels with plastic skins.
 












Imagine "upgrading" from the 17 inch aluminum wheels to 18 inch steel with plastic covers
 






No, the 18" wheels are alloy wheels but covered with plastic chrome looking trims.
 






aluminum is an element.... alloy is a combination of various metals.... what are the wheels really made out of.... either way its pretty cheap garbage that people thought was cool and they were getting ripped off.... its even worse than the 97ish ranger rims that were steel with a chrome face bonded to it.. after 10 years they separate and cause vibration issues
 






That is basically how these covers attach...looks like construction adhesive when you pry one off
