2007 Explorer Weird Fog Horn Start Up Noise

I have a 2007 Ford Explorer Eddie Bauer 4.6 Liter V8 6 Speed Auto with Advance Trac 4x4. 90,000 miles.
I have a weird noise that occurs on cold starts about 90 percent of the time. After a cold start the vehicle has a low pitched howling or fog horn noise when you turn the steering wheel. You can feel the vibration in the vehicle and its loud.
I originally thought this to be a P/S problem but now the problem occurs when you press on the brakes when moving at slow speeds.
Sounds seems to be focused in the front of the vehicle or around the bell housing of the transmission. Noise is audible outside and inside the vehicle. At times the noise will not present its self at first but drive a block down the roadway and it will happen. Never happens when engine is warm.
I can re-produce the noise if while the engine is cold and I drive in circles turning at low speeds and surge the brakes off an on.
I have tried rocking the vehicle up and down while it is cold to see if its a bushing or something and cannot get the noise to occur. I think the noise is mechanical in some form. Started about two months ago and seems to be more frequent now.
Did not know if it could somehow be related to the 4x4 system. Just don't understand what connection the brakes and steering have.

Any ideas anyone has would be appreciated.
