If the fan is working, I would begin with the easiest step first:
Check your coolant level. Sometimes if the level is low, not enough circulation will occur in the heater core and your heater will be ineffective.
Secondly-if that's not it- you may need to examine your heater core and lines leading to it for clogs and obstructions. That usually requires
you to disassemble part of the dashboard on the passenger side. Not as much fun.
