2015 headlight adjustment

I was wondering if it possible for a headlight adjustment screw to be broken. I wanted to lower the beam on my passenger headlight slightly and it just turns and turns. I can reach in and turn the back of the shaft by hand.

I suppose anything is possible. Is the same adjustment screw used to raise the lamp as well? If so, does it work that way? Something like that shouldn't break from overuse. Perhaps it was always that way and never noticed before.
