What would cause the #3 fuse in the engine bay to keep blowing ? It’s the fuse for the A/C clutch control relay coil and active grill shutters , neither parts are working and as soon as I put a new fuse in it blows even if ac is off

Try unplugging the AC compressor the coil might be bad, the pulleys tend to wear out, get hot and melt down.

I unplugged both wires going to compressor and still blew the fuse . Disconnected the active grill shutters and it also still blew the fuse

Short to Ground most likely, You going to need to trace the circuit.

Could be shorting out as mentioned by javaleo.

UPDATE I unplugged the cooling fans and now everything else is working fine and fuse isn’t blowing, so I’m assuming my cooling fans are bad

I've never looked closely at the cooling fans, but I know there are 2. Does each have their own plug so that you can isolate the bad one?

They have there own plug and the unit is one piece

New update, took my car to the dealer because I was still having the same issue , turns out the high power cooling fan relay was causing all the issues , there was a recall on them if the car was manufactured in the Chicago plant, turns out mine was so it’s in the process of being repaired

Glad they found the issue. BTW, all 5th and 6th gen Explorers are made at the Chicago Assembly Plant.
