4x4 not working. all lights & actuators working?

I have a 95 explorer which has become my full time plow truck. It had worked great, up until a few days ago. I got it stuck and while trying to get it out I noticed the front wheels were not moving (they were at the begining). I have read several forums but none have had my problem.

First all the lights work as before, 4wd, and 4low. When selected they come on and when switched off they go off. I have removed the actuator on the T-case which worked very well, and it has very good torque. I also manually turned the selector shaft coming out of the T-case. It is currently in 4h and the actuator is just hanging. I jacked the front up (not the back) and when I turn the wheels the Drive shaft turns like the front axle is ingaged but the T-case isn't. Any ideas or is it internal case problems??? No bad noises or grinding.
 






Doesn't the 95 have pneumatic locking hubs? If they aren't working, you've got no power to the front wheels.
 






there is a vac hose to the front diff. But nothing to the hubs. there is steady vac to the diff. actuator and that part seems to be working. When the rear wheels are on the ground and front off the ground the front wheel, when turned also turns the front drive shaft.
