I was wondering if i could put a 91 jeep cherokee 4'' suspension lift into my 91 ford explorer?

No, the jeep is a solid axle and the 91 is a ttb. You could do an SAS and use some of the jeep lift but it would be a huge waste of money, not work well and you'd end up with weak crap. I've cut apart jeep long arms in an attempt to use them on full width axle swap. They were crap.

So what's my best bet on getting about 3 inches lift to my suspension without spending a fortion.
