92 4.0 4x4 hesitates to shift when cold

I've searched and found similar but nothing with the same specific details so just looking for confirmation.

Only recently when the weather is cold the explorer doesn’t go into 2nd or 3rd until it's been driven for a little. If I manually put it into second it goes but put it back into drive or over drive and it goes back to first until it either warms up or what ever is causing this clears up. After it stops I can drive it around and have no problems. Checked the fluid and it's not too low or too high kinda right in the middle of the cross hatched area.

What should I be looking at? This truck isn't worth much to save and is on its 3rd a4ld so I'm hoping it is something not too bad.
 






Update

Just an update, I pulled some codes for the CEL and got a 24, 72 and 73 with a KOEO test.

Now I think if I’m reading this right they relate to the MAF sensor and the TPS. Not sure if these would cause the truck not to shift when cold though so it may be an unrelated issue.

Any guidance and or a second opinion would be appreciated.

Edit: Now I'm not sure the code is 24, 72, 73 or 124, 172, 173. I'll check again when I get a chance. Is there a seperator pulse between each code or is that a 1 when reading these? If it's 172 and 173 that points to the O2 sensor.

Yep classic stuck governor problem in the A4LD.
