The noise is coming from the front end and usually increases or decreases with the speed of the vehicle, however lately it sometimes will completely go away and when it comes back it can pitch up or pitch down but not in sink with the speed of the vehicle. Any ideas?

me too!

Mine is doing the same thing. Did you ever find out what it was?

Certainly need more info. Thoughts that come to mind are:

Tires - what does the tread wear look like?
Power steering (pump) - varies with engine revs and steering wheel movement?
Wheel bearings - how many miles on this '95?

Turns out the problem with mine was a bad belt tensioner. It failed and the belt became way too tight causing my idle pully bearings to go.
So a new tensioner, pulley and serp belt + labor. $240.00
