96 4wd m/t I AM EXPERIENCING A STALL AND/OR STUMBLE DURING A COLD ENGINE DECELLERATI

Does anyone know how to access a technical service bulletin? I found my problem on the NHTSA's web site and now I would like to know how to fix it. I love my truck but this stalling problem has got to go. It only happens when the engine is cold and sometimes I can catch it before it fully stalls. The tsb's are as follows:

stalling problem

My 96 xlt was stalling when cold , cleaned the M.A.F sensor with carbie cleaner and my problem was fixed .
