Does anyone know how to access a technical service bulletin? I found my problem on the NHTSA's web site and now I would like to know how to fix it. I love my truck but this stalling problem has got to go. It only happens when the engine is cold and sometimes I can catch it before it fully stalls. The tsb's are as follows:

Service Bulletin Number: BC4943960601
Bulletin Sequence Number: 12
Date of Bulletin: 9606
NHTSA Item Number: SB047890
Make: FORD TRUCK
Model: EXPLORER
Year: 1996
Component: FUEL: THROTTLE LINKAGES AND CONTROL
Summary: 96 EXPLORER 4.0L MANUAL TRANSMISSION WILL STALL WITHOUT A CODE, 95-96 RANGER
4.0L MANUAL TRANSMISSION, WILL STALL AND CODE P1506 WILL BE PRESENT.

Service Bulletin Number: 98610
Bulletin Sequence Number: 134
Date of Bulletin: 9803
NHTSA Item Number: SB601321
Make: FORD TRUCK
Model: EXPLORER
Year: 1996
Component: FUEL:THROTTLE LINKAGES AND CONTROL
Summary: SOME VEHICLES MAY EXPERIENCE A STALL AND/OR STUMBLE DURING A COLD ENGINE
DECEL. *YC

These tsb's explain my problem exactly but I do not know were to go from here. Any help that you could provide would be greatly appreciated. Thank you very much. -Ted
