96 ford exp v8 obd II code p0401

This code P0401
Exhaust Gas Recirculation Flow Insufficient Detected led me to change the EGR valve and while there the EGR valve sensor. The cleared the code but it came back, cleared it again and it returned. Does anyone have suggestions in solving this mystery.

Check the rest of the EGR plumbing. The passages can pack full of grunge and restrict the EGR flow.
