98 Ex XLT 4.0 not startig??? Help

My son's 98 Explorer XLT 4.0 is not starting. You turn the key doesn't really click. almost a click. At first we thought it was low on coolant but didn't add much coolant to it. Even jump starting doesn't do a thing. same noise.
it was running and starting fine until one time it wouldn't start.

Ideas, thoughts.

Just went over and tried it again still nothing. the click is not coming from under the hood but under the dash.
I am at a loss right now with it. Looks like I will have it towed to a mechanic.

Hopefully this helps in time. If I'm not mistaken, the ignition system has a fuse in the fuse panel located on the side of the dash (driver side). There is also a buss fuse in the panel under the hood at the driver side fender. The 3rd thing to check is the relay for the ignition system. I would assume that the relay is functioning and there is power to the relay because you are getting the clicking at the fire wall area. The relay will still click if there is enough voltage, but still not enough voltage to power the starter. If jumping the Ex does nothing, it could be because of a loose battery connection...loosen the cables on the terminals, reseat them and retighten. If you have a voltmeter, set it on 20 V DC and connect to the battery terminals to check voltage. You will need about 12.6 Volts for it to have enough power to run the starter. Also...have someone try to start the engine while you are testing the battery voltage. If it drops below 10 Volts, you are probably dealing with a.) A weak battery or b.) A starter drawing too many amps. If it's the starter, you may get it to take one time by tapping on it with a hammer to loosen a stuck internal...though this normally only works once...if at all.
