98 explorer 4.0 sohc wont start

Well i have fuel and spark to each cylinder with new plugs, but the thing won't turn over. Firing order is correct, i am lost please help
 












^^AND if none of those steps do it, go buy a box of Wheaties and move to Hawaii.
