98 explorer OD light blinking P0741

My OD light will start to blink after Im driving around 60-70mph and my overdrive does not engage. After that it shifts rough and will not not engage the overdrive causing it to run high rpms. I had it scanned and the (P0741 Torque Converter Clutch Circuit Performance or Stuck Off) code had been tripped. Also, I checked the trans fluid and it was "burnt". I've change the TCC and EPC solenoids, but the overdrive light continues to be tripped. Could this be the Torque converter, or could a valve body rebuild cures this. Any thoughts would be appreciated.

There was another thread about this, or similar anyway. I had a similar problem, only mine would blink constantly, no matter what the speed.
I ended up needing a transmission rebuild and a new torque converter.
