98 Explorer won't turn over theft light blinking clicking noise behind dash

I have a 98 Explorer Eddie Bauer Edition. It won't turn over at all. The theft light is blinking & there's a clicking noise coming from somewhere behind the dash. When I turn the switch to the on position without trying to crank it, the theft light goes off & the clicking stops, but will not start when I do try to start it. The lights aren't coming on at all either. The alternator & battery were replaced 3 days ago. I tried disconnecting & reconnecting the battery cable & it didn't help. I'm at a loss & don't know what to do! I'd like to fix it myself so my hubby doesn't have to, since he's working long hours 6 days/week.
