'98 Relay harness accessible thru WW access cover? 11/12/04

Hello. I'm new, but judging by the posts I've read so far, this looks like an intelligent and knowledgeable bunch. Hard thing to find in a tech forum ;) .
I recently bought a '98 Explorer, and it promptly melted down on me, so i hope you can help. This is the only transportation for a family of 4, and I drive it 70 miles a day.
I have to tackle the wiring harness going to the relay box above and right of the gas pedal. It's melted and popping fuses, probably due to a shoddy-looking security system installation. I cut the harness above the box last night to stop the shorts and spliced a relay under the hood to get my marker lights going, but I HAVE to get it fixed tomorrow. It's melted as far up as I can reach behind the dash.
My questions are:

-Is there a reasonable way to get the harness down to work on without pulling the entire dash? I've had everything off below the column and took the stereo out. The harness is still behind the fiberglass housing.

-There's a removable panel in the trough where the wiper linkage is, just inboard of the driver's side wiper. I'm not sure whether it would come out on the interior firewall or not. It would be in about the right place if it does. Does anyone know? AND there's a bolt going right through the middle of it from the inside. Any pointers on where the head of that bolt is would be helpful.

If I don't figure it out, I'll have to drive 35 miles to the shop where I work, pull the dash, fix the harness, and reinstall the dash tomorrow, then drive home. That's gonna be a long day if NOTHING goes wrong, and will probably turn into a long weekend.
If someone can help me, it would be GREATLY appreciated.
