99 explorer horn problem

Hello, I'm hoping some body can help with My horn problem. The horn works when the alarm button is pushed, but dose not work when the horn button is pushed on the steering wheel, what should I check?

will your cruise work as well (if you have it)? if that doesnt work, i would think you might have a problem with the clock spring possibly.
