How do i remove the bracket thats holding on the license plate?

I had to do this to move the bracket up for front hitch clearance. Its held on semi-permanently from the factory with two plastic/metal rivet-like fasteners. Even with the bumper off there is no easy access to the rear of the fasteners, you could probably drill them out. What i did was just carefully pull, pry, and wiggle till I got it off, but I had the whole bumper off mine when I did it. The fasteners end up breaking and it didn't damage the bumper at all
 






front license bracket fasteners

Hello-

I bought a new front license place bracket from the dealer for my 97 explorer XLT. The top part of the bracket appears to attach to the bumper with two plastic rivet like fasteners. How do you install these? Is there a special tool required that only a dealer would have? Why wouldn't they have mentioned that before I purchased the bracket? I know I could use other attachment options, e.g. bolts with nuts, but I want to know if there is a proprietary tool required for these fasteners. These rivet like fasteners are much too large to be installed with your standard pop rivet tool. Thanks

Yes there is a special rivet gun for these plastic rivets.

I'm not sure the part number but I got mine from either Snap On or Mac.

I would check their sites to see what the tool looks like and check Harbor Freight or Northern Tools for a cheaper one.
