99 transfer case locked in 4X4

Ok I am posting this for a friend. His 99(pretty sure it's a 99) explorer is locked into 4 wheel drive. Any way that we can verify this and if it is indeed locked in what could be making this happen, what would we need to do to fix it?

put it up on stands make sure its secure and pop in drive let it idle if front and back spin its in 4 and if it is then maybe dead t case motor
