A/C makes odd noise

When I turn my dial over to max a/c, it makes a strange noise; like a when you try to vacuum up a sock it makes that kinda thud sound. But it only makes it when you turn on a/c, I don't here it again unless I turn it off and on again. The air is cold, though it doesn't feel like its blowing as hard as it should be.

Update: I also hear a slight whine when the a/c is on, but on for a little bit after it comes on. I`m not sure if its the same whine I`m getting from my heater.

It's probably the blend door or another actuator. Does it make this sound if you turn on the heat?

No, but it makes a high pitched whine when the heat is on regardless of which setting the knob is on, which I already thought was the blend door.
