A/C panel settings

Was wondering if anyone has this problem too. When I turn the a/c selector to the panel (only) postion, i still get a blast of cold air from the floor vents that freezes my right foot.. Seems I am losing some of the air velocity out of my panel vents because of this. Have any of you guys experienced this? Been able to fix it? I have a 94 EB. Thanks

mine does that to.....when you put just floor some comes out the dash vents too...its common...design flaw
