ABS Light stays on

I have a 1999 Ford Explorer Eddie Bauer edition. The Abs light stays on all the time. Codes 1230 and 1102. A shop has replaced both front speed sensors and the rear sensors. Also replaced the ABS module. I check continuity between the rear abs connector and the connector on the rail. All checks good. All fuses have been checked and all is good. What else can be the problem? Also, the cruise does not engage. If while holding down the off button I turn on the ignition switch, the speed control light flashes on the off once. Nothing happens with the on button.

Neither of those codes involve the ABS system. This may sound stupid, but have you checked the fuse in the power distribution box that controls the ABS?
 






All Fuses that I can find are good. Fuse #10 in the fuse panel Drivers door. And the 50 amp fuse to the pump good.
 






my 99 explorer had the recall and the safety fuse for cruise control and my abs light always on. according to ford its ok? If you have that harness on connected to a wire and says "if the fuse is blown you gotta replace the whole harness "or something like that ok to have your abs light on...
oh yes my cruise control doesnt work eather
 






If the ABS light is on, there is a problem with the ABS system that prevents it from working. What kind of scanner did you use to retrieve the codes? The simpler ones cannot access the ABS (or any other body or chassis systems, for that matter).
Did you notice whether the ABS light turns on instantly when you start the engine, or just after the vehicle reaches about 15MPH? An ABS self-test runs when you reach that speed.

What all could be wrong? Potential issues include bad sensors, improperly shimmed sensors, bad bearings, damaged tone ring in differential, ABS module, broken wires, bad grounds.

Really need the ABS codes to figure out the issue. Most auto parts stores can read engine codes for free, only some have the scanners that include ABS. Advanced usually has the ABS code readers. Call your local store and have them check it for you.

Normal operation the ABS light should turn on for few second self test when you first start the truck. If no faults, then the light turns off. If the light is on any time afterwards, ABS is disabled (which also disables 4AUTO switching since the 4wd front to rear wheel speeds are measured by the ABS wheel sensors, though can still manually switch).
