Adding a new circuit to the interior fuse panel?

I wanna do this for my interior lighting project. Wondering if it can be done without one of those add-a-circuit things that split an existing fuse holder into 2? I see on the fuse panel diagram that the #3 spot isn't used. Could I just add a fuse and circuit there? My truck is a 1994 Ford Explorer XLT non 4x4.

I used an empty slot, then inserted a fuse with a fuse tap.
