Adjust Idle speed 98 explorer

My 98 explorer 4.0 ohv 104K idles at 1000 and sometimes drops to 800. I replaced the IAC and cleaned the throttle body. I suspect the tps but don't know how to adjust it or what voltage I am looking for and where to measure. Can anyone help?

Thanks BB. My tps voltage is .955. I don't see any need to make the mod.
However the engine still idles at 900-1000. The throttle plate is fully closed.
Any ideas on how to get the idle speed down to 600-700. Is the idle speed supposed to be 1000 on a 98 exp ohv?
My 2002 exp idles at 600-700.
 






How's your air filter? It can cause a high idle if it's dirty or otherwise restricted.
 






Air filter is new, IAC is new. PCV is new.
 






Do you have any cracked vacuum lines?
 






Are you basing the idle speed on the truck's Tach?

If so, hook up a scanner and see what that says.
