Air bag sensor??

There is a bar that runs the length of the front bumper with a sensor bolted to it. Is it the air bag sensor?

I ask because it's in the perfect place to mount a home-made light bar. If it is for the air bags - how much impact can it take?

That is an outside temperature sensor

I think you are correct... I was told that the little gray/black button is the actual trigger... That strap that covers it, makes sure the sensor is activated in the even a frontal impact is not a direct impact (meaning more to the left or right, but still frontal).

give it a good tap and find out the airbag sensor is located on the lower radiator support.

Yeah, that's what I thought. The more I think about it the less I want to chance bolting something to it. I can see a bird or whatever smack the lights and out go mine. I've been through air bag deployment and it ain't no fun!

Ya gotta keep it covered though... some troublemaker could tamper with it otherwise. (Not likely, but possible)

Where was this picture taken? Were you standing in front of the car? Was the grill removed? Did any plastic farings have to be removed?
