air condtioner clutch

Can anyone help me with an air conditioner problem? The clutch does not engage on my 99 E.B. There is 7 volts to the plug that goes to the clutch when the a/c is turned on. If I jump 12 volts to the clutch it does engage. Is 7 volts the proper voltage to engage the clutch and I am dealing with a bad clutch? Or should there be 12 volts and I am dealing with something else that is keeping the proper voltage from gettting to the clutch?
 






I think that there is a fail safe switch in or A/C system so that it blocks the clutch from engaging when your A/C fluid falls below a certain level. This protects the compressor from going bad because of no fluid in the system therefore no lubrication.

Have someone check your A/C system for proper level of A/C fluid before you change anything else.

I think this is your problem since the clutch engages when you apply 12 volts to the compressor. Mine is doing the same thing, but its not hot enough for me to really complain.
