Amp question

I have a 1200 W sony explod amp with 2 12 inch explod woofers. Recently the amp hasn't been turning on and when I checked the voltage getting to the amp, it was getting the proper 12v when the car was off, but only 8v when it was turned on. Obviously this is why it's not turning on. I was told that the problem was probably a weak ground connection, but I have changed the location of the connection several times and I don't think that is the problem. Does anyone know anything else that it could be?

Clean the contacts of your fuse holder, replace fuse and check all seals. sounds like mine when i found a standing water inside my old fuse holder.
