Anti lock breaks problem

I have a 94 ford explorer & have had problems with breaking for about 4 years with my SUV. When I break over a bumpy road or wet manhole covers, the breaks fail....I have to repeatedly pump the breaks. The car does eventually stop, but its very dangerous, I have almost hit a car & its very scarey because I have no idea when the car will stop. I have taken the car to 2 mechanics & they think I'm crazy til they test drive it. They have said its the anti lock breaks. I took it to the Ford dealer were they charged me over $500, but the problem still exist. A few people have said, its something that cant be explained & that I should sell the vehicle. Please advise, thanks.

Pull the fuse for the ABS and then take a test drive. If it stops ok then it's the ABS malfunctioning. If it doesn't stop ok, then it's something else.
