It's basically a ongoing TPS trouble code with a intermittant high idle (very high), although the TPS, ISC and PFE sesnors have all been changed. It seems the ISC is getting some type of message from the ECU to increase throttle position. Flick the ignition and it returns to idle

TPS Throttle Position Sensor
ISC Idle Speed Control
PFE Pressure Feedback (EGR)
