Sorry, forgot to answer the throttle part. Your full throttle reading is a little low. Mine reads 18% & 91%. You might have slack in your cable or your floor mat might be under your pedal. Try pulling on the throttle lever from under the hood and see what your results are. If it still reads 83% you might need a new TPS. If you get it up to around 90% then try and find whats obstructing it so you can get the rest of your throttle back.
