If I saw this post the other day I would have told you alt is bad. I just went through the same thing with similar voltage changes on my lumina. The numbers where pretty much in line with yours.
As to what the others have said, the battery may be fine after a good long charge overnight. Keep the battery tester in and see how it goes.
Also I have learned that a good time to change the tensioner is when the serp belt is off. They are cheap (you are probably saving the cost itself by not paying someone to do labor) and fairly straight forward.
On my car I ended up replacing the serp belt, finding bad harmonic balancer, replaced that, got a screech and bad readings power wise, replaced tensioner then alt. Whew.
