Battery Saver Relay

I got a code on my wife's 1999 Explorer that says the battery saver relay is bad. The windows and dome lights don't work so I replaced the GEM module and that didn't do it. I thought the battery saver relay was in the GEM module, but apparently it isn't. Anybody have a clue?

The GEM controls the relay, but doesn't contain it. The relay is in the relay module behind the dash. There's also a fuse in the distribution box for it.
