blower only runs on high

I just bought a 2006 mountaineer and the blower motor only operates on the highest setting. Does this have a resistor?

For older ones it was on the evaporator housing or on the fan housing in the engine compartment. I think they moved it about 2004 to the inside, behind the
glove compartment (box must come out to access).
